Agents read open, machine-readable manifests: /.well-known/x402, MPP discovery, OpenAPI, and skill descriptors. That's how they learn what WAVE offers and how to pay for it.

Negotiate

A resource answers HTTP 402 Payment Required with the terms; the agent decides and settles programmatically, then retries with proof of payment.

Settle

Payment settles on Base mainnet through the WAVE delegate. Sanctions screening runs on the path: pay-per-use, no account required.
